The European Commission opened today the public consultation on the textiles delegated act under the ESPR. The consultation runs until 30 June 2026.
What is being consulted on
- Scope: apparel, footwear and household textiles placed on the EU market.
- Data points: fibre composition, recycled content, substances of concern, microfibre-release indicators, durability score, carbon and water footprint, care instructions, end-of-life guidance.
- Carriers: QR code as primary; Data Matrix under evaluation; NFC/RFID optional for durable items.
- Thresholds and exemptions: SME proportionality, micro-enterprise exemptions, treatment of bespoke and hand-crafted items.
How to respond
Industry, civil society and citizens can respond through the EU "Have Your Say" portal until the close date. Foundation members can contribute to a coordinated response through the Textiles Working Group.
Foundation view
Early indications are that the delegated act will adopt a CIRPASS-aligned data model with sector-specific extensions. We welcome the clear choice of QR over bespoke carriers and support the proposed durability score, conditional on harmonised measurement methodology across Member States.
