Textiles delegated act — public consultation opens

The European Commission opened today the public consultation on the textiles delegated act under the ESPR. The consultation runs until 30 June 2026.

What is being consulted on

• Scope: apparel, footwear and household textiles placed on the EU market.
• Data points: fibre composition, recycled content, substances of concern, microfibre-release indicators, durability score, carbon and water footprint, care instructions, end-of-life guidance.
• Carriers: QR code as primary; Data Matrix under evaluation; NFC/RFID optional for durable items.
• Thresholds and exemptions: SME proportionality, micro-enterprise exemptions, treatment of bespoke and hand-crafted items.

How to respond

Industry, civil society and citizens can respond through the EU "Have Your Say" portal until the close date. Foundation members can contribute to a coordinated response through the Textiles Working Group.

Foundation view

Early indications are that the delegated act will adopt a CIRPASS-aligned data model with sector-specific extensions. We welcome the clear choice of QR over bespoke carriers and support the proposed durability score, conditional on harmonised measurement methodology across Member States.
